The Collapse of the 28-Article Peace Initiative for Ukraine: How Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the crisis sparked by the announcement of a new 28-point plan for resolving the conflict appeared – briefly – to have been contained. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of aerial bombardment on Kyiv.

The Pattern of Negotiation and Warfare

The chain of opposing developments captured the bleak nature of the outgoing year. By day, negotiation efforts are conducted: optimistic declarations are released from different nations. Significant resources is devoted on containing specific proposals. By night, Russian leadership brutally reminds the world that, for them, war remains the main instrument for achieving "resolution".

Nighttime Reality

As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was exposed. Ukraine is able to track projectile deployments from enemy soil, a ability enabled by timely intelligence. From observation points, Ukrainian air force fighter jets that had been dispatched to intercept incoming aerial threats roared overhead – modern combat jets provided to Ukraine by European allies.

Moments later, Kyiv's anti-aircraft weapons activated: defensive missiles targeted at a hostile projectile. This was a modern interception technology at work, presumably supplied through Western nations. Every firing shakes the surroundings, causing tremors. The instant of fear quickly transforms into sober acceptance: perhaps the approaching threat won't strike its target this time, preventing destruction from ruin and further power outages.

Continuous Dangers

Soon after, a large-caliber weapon engaged a drone in the vicinity, part of a defensive team – probably imported technology. Regrettably, the shots failed to hit the opposing UAV – it continued its flight toward its destination.

Intermittently, this persisted until dawn. Kyiv awoke to the morning news: several casualties, destruction and infrastructure problems in numerous residences as a result of the night's assault. As always, everyone still went about their day – living the war. But those entire period encapsulated Ukraine's critical military reliance on international aid – a need that neighboring countries are evidently unprepared to substitute in the near term.

Unsuccessful Negotiations

The 28-point plan from US administration sparked intense emotion, controversy and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.

Every new initiative from US leadership adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually win the battle. This trend will, certainly, endure.

Strategic Calculations

It is easy to blame specific actors of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. Washington works based on a assumption well known to experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The US administration believes that it is impossible to compel Moscow to relinquish the territory that it presently holds in Ukraine's south or east.

The issue is that while acknowledging this situation, American administration does minimal to discourage Russia, through words or deeds, from thinking that the situation will not evolve additionally in its favour in the coming year.

Divergent Views

Therefore, the Kremlin is certain that time is on his side – that Ukraine and its allies are coming close to fatigue. Their motivation to sign a deal that does not give them the maximum possible gain is close to zero. There may be numerous efforts to end hostilities, but they will continue as long as Russia's leadership remains supremely confident in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, progressively conceding lives and land but avoiding a complete military breakdown until conditions improve in its benefit.

Current Realities

Factually, there are no genuine requirements for a ceasefire. Now, subjective factors are entering the equation: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unsuitable, so that their priority does not shift toward internal issues. And although their objective will now be considerably more difficult after recent developments, it remains highly unlikely that this will change their overall approach.

These two forces are driving the talks.

Summary and Prospects

It took a mere seven days to eliminate the proposed articles of the latest plan. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the rest of Europe, along with soothing efforts of diplomats, and finally, latest revelations, all did their job.

While new proposals based on established approaches are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are based on Russian demands and show certain reluctance to alter the situation, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, primarily depend on sustained allied backing.
